Special Judge Election on Roswell Agenda

Two resolutions to be presented at Monday's council meeting call for dates in March or May of 2014.

The Roswell City Council on Monday will be presented with two spring 2014 dates for a possible special election for the vacant municipal judge position. 

The regular meeting of the mayor and council begins at 7 p.m. in council chambers of City Hall, 38 Hill Street. (Here's the link with the full council agenda.)

There will not be a work session before the regular meeting.

Council member Betty Price will present the special election resolutions, which call for dates of either March 18, 2014, or May 20, 2014. 

The deadline for calling for a special election is Oct. 4.

Municipal Judge Maurice Hilliard resigned on Aug. 5 after nearly 30 years in office, and the mayor and council have been undecided about how to fill the position on a permanent basis.

Roswell is the only city in Georgia that elects a municipal judge, and there has been some discussion about making the position an appointed one. 

Price tried unsuccessfully to place a straw poll question on November's city elections ballot.

The language in Monday's resolutions (pp. 21-25 of the attached agenda) stipulates that either measure would "provide for the calling of a special election, if necessary" to fill Hilliard's unexpired term. 

Also on Monday's agenda, the council will consider the following action:

  • A proposal to amend the fiscal year 2014 budget to approve a contract with the Jacobs Group for municipal court services not to exceed $405,609. The measure, which was deferred from earlier this month, would reduce the full-time equivalent court positions from 16.5 to 13.5, with Jacobs providing 4.5 FTE positions.
  • A proposal to approve a contract with Summit Construction & Development LLC for $681,557, using existing Holcomb Bridge Multi-Use Trail funds, to build a concrete path on the south side of Holcomb Bridge Road from Steeplechase Drive West to South Holcomb Bridge Way.
